This has NOT been fixed, I constructed a coriolis station and the shipyard is not available:

When I built my first coriolis station it didn't have a shipyard either, for several weeks. Then it suddenly had one. (This was way before this update, so it was not this that caused it.)
 
  • Changed the minimum tech level to 35 in colonised systems with only a single Tier 2 or 3 port. (Issue ID: 75274)
    • This will enable the shipyard and outfitting services without the need to construct anything additional. Note that available stock will remain affected by tech level.
    • This will take effect for all existing systems over the next 24 hours, and will be the default for all newly colonised systems.

Same here. Initial colonization outpost is a coriolis, came online last week. No shipyard. Build other stuff since. No shipyard. Planning to put some T2 Research outposts, orbitals, and a final local - strong link refinery hub to offset the tech eco weak links in the hopes that obtaining a 35 tech level will get me the shipyard.
 
Folks keep in mind the tech level only gets boosted if you ONLY have a single tier 2 or 3 port. If you start building other things, you will likely need to reach tech level 35 yourself.

It was the ONLY construction, no others even started, in the system. I went through a weekly tick where it came fully online, and no shipyard.

Added: May 18th
I have built up the tech-level to 35; waiting for the next weekly tick.

quick question. for a high tech economy would 2 strong research obital installations over an ammonia world produce muon imagers at accompanying station? for some reason these things are like hen's teeth!! Any feedback appreciated as ever. Thankyou

Muon imagers are only produced at surface Industrial and High Tech settlements/ports (the predetermined economy surface ports are good for getting muon imagers), so any orbital station would never have muon imagers to the best of my knowledge.

Just while I'm here I've noticed that several of my Coriolis stations don't face the planet/moon they are orbiting in terms of their entrance - I thought that was a thing?

Winters Hall - Col 285 Sector XA-D c13-20

High Tech Surface Outpost. Only produces a few thousand Muon Imagers despite the population in the system. So, if you build that type of surface outpost you can get them, but be careful what else you build that could potentially consume them.

Greetings Commanders,

Today we will be applying a server-side fix so that shipyards will correctly activate in all instances following the changes made in Trailblazers update 3.1.

Please note that these changes will take up to 24 hours to be visible in game.

This is part of a larger update which will be applied next week, which aims to correct activation behaviour for all station services.

Patch notes and full detail on how services can be activated will be provided in advance to enable Commanders to plan accordingly.
 
Just while I'm here I've noticed that several of my Coriolis stations don't face the planet/moon they are orbiting in terms of their entrance - I thought that was a thing?
Mine neither. I happened to notice for the first time since my first coriolis build that the entrance has white blinking lights while the rear has red blinking lights.

Been restarting my game every few hours. Now I have a shipyard on my coriolis - 36 ships available. No UC, outfitting or livery though. My T1 planetary port shipyard is still unavailable. The coriolis was my initial build, right after the update that would give the lone t2/t3 orbitals a 35 tech level. Maybe the patch for next week will fix the port shipyard and both location's services. Step in the right direction anyway. 🤞

Edit: I also noticed the 4 or so construction platforms have finally disappeared. :)
